Georgia Secretary of State Brad Raffensperger has refused to collect, count, and verify the chain of custody documentation associated with an estimated 600,000 absentee vote by mail ballots deposited in drop boxes in the 2020 general election. Instead, Raffensperger has said it is a county responsibility. Based on polling conducted by John McLaughlin & Associates, 700,000 of those absentee vote by mail ballots were sent via regular mail and 600,000 were deposited in the estimated 300 drop boxes located around the state and were manually picked up and transported by election workers to the local county registrar for subsequent counting.

REPORT: 270-Hour Observation of Fulton County Elections Revealed Extensive Chain of Custody, Absentee Ballot Processing Issues

A Fulton County elections report revealed extensive problems occurred with chain of custody and absentee ballot processing during the general election. The State Election Board contracted Seven Hills Strategies (SHS) to monitor Fulton County from its pre-electoral processes through the recent runoffs. An SHS monitor synthesized 270 hours of observation into a 14-page report, published last month. The monitor was careful to emphasize that they didn’t witness any fraudulent activity such as ballot stuff or double-counting.

In addition to multiple reports of absentee ballots sent to incorrect addresses, the monitor reported that the absentee ballot processing was “extremely sloppy” and rife with chain of custody issues. The monitor cited one example of the headquarter building functioning as both the additional voter verification area and a holding room for ballots between the mail room and another processing room. The monitor stated that it witnessed staff members attempting to move unverified absentee ballots into a stack headed for State Farm Arena to be scanned and counted.

Runbeck: Election Firm Involved in Maricopa County’s Alleged Chain-of-Custody Violations

As Republican Kari Lake appeals a legal defeat in her lawsuit challenging certification of her narrow loss in Arizona’s Nov. 8 gubernatorial election, she is alleging that ballot chain-of-custody issues occurred at Runbeck Election Services, a company that municipalities across the country use for outsourcing election operations.

Lake is appealing a ruling against her last month in her suit against former Secretary of State and current Arizona Gov. Katie Hobbs and Maricopa County election officials demanding the election result be set aside due to alleged failures and misconduct by the county. Maricopa County Superior Court Judge Peter Thompson found that Lake failed to meet a legal standard of clear and convincing evidence that intentional misconduct changed the outcome of the election.

Georgia Gov. Kemp Used Lieutenant to Block Ban on Zuckerbucks, State Senator Alleges

Georgia Lt. Gov. Geoff Duncan (R), the chair of the state Senate, refused to bring up an election integrity bill for a vote on Monday because Republican Gov. Brian Kemp wanted it scrapped, Senate GOP leadership said, according to state Sen. Brandon Beach.

Senate Bill 89 would have dealt with chain of custody for ballots and prohibited private, “Zuckerbucks”-like donations from going directly to counties by routing them first through the State Election Board for distribution.

However, a vote on the bill was blocked by Duncan on Monday, the last day of the 2022 legislative session.
