    Not the federal govt responsible to protect students, ITS PARENTS RESPONSIBILITY, AND ITS NOT STATES RESPONSIBILITY. And they DONT FAIL. YOU DONT DETERMINE WHAT IS FAILURE…Again not your responsibility…..States dont block school officials, they let the parents decide. Good let the feds withold the funding, THEN THE STATES WILL SIMPLY STOP SENDING EDUCATION MONEY TO DC AND KEEP IT THEMSELVES, AND HAVE ALOT MORE TO SPEND, WITHOUT THEIR CUT BEING TAKEN OUT, THEY SHOULD DO THAT ANYWAY
