Richmond General District Court found Virginia House of Delegates Speaker Eileen Filler-Corn (D-Fairfax) guilty of violating the Freedom of Information Act (FOIA) on Friday. Filler-Corn must pay a civil penalty of $500 and a partial reimbursement of attorney fees.
The filing attorney, Timothy Anderson, told The Virginia Star that this court ruling was a big win for Virginians. Anderson also shared that the judge had expressed doubt during the trial that Filler-Corn didn’t know about the documents.
Richmond Public Schools (RPS) Superintendent Jason Kamras is writing official public letters advocating a political bias, according to Mike Dickinson, candidate for Richmond’s 1st Council District.

The Office of the State Inspector General (OSIG) has released reports substantiating multiple allegations that the Virginia Parole Board (VPB) violated state statutes as well as its own policies and procedures after investigating complaints regarding the parole of specific Department of Corrections offenders.
On Tuesday, the OSIG released copies of the reports, originally sent to Governor Ralph Northam’s administration, to media outlets who requested them that were mostly redacted and did not offer the specific findings of the investigation into the VPB.

The Virginia Department of Health (VDH) appropriated over $56,000 to fund a sex-help texting line for teenagers. The resource, BrdsNBz, doesn’t require parental permission.
VDH sent out postcards across the state inviting anyone ages 13-19 to anonymously text a number for sex education. BrdsNBz says it provides “medically-accurate information about sexual health topics” relayed by a trained “Health Education team.” It also promises “local resources and referrals,” though it does not mention what those entail.
The Senate sent a number of bills to be considered by joint conference committees, and appointed conferees to join their colleagues in the House of Delegates to consider legislation on Wednesday.
Three or four Senators and Delegates are assigned to different conference committees and must try to agree on compromised language for similar bills from each body or the legislation will die. If compromised versions are agreed upon, those bills will go back to the House and Senate for a final passage vote.

Virginia House Speaker Eileen Filler-Corn (D-Fairfax) faces a lawsuit for falsely denying the existence of records documenting the $83,000 removal of the Capitol’s Confederate monuments.
The plaintiff in the case, David Webster II, requested documents under the Virginia Freedom of Information Act (FOIA) from Filler-Corn upon learning she’d removed the Confederate statues and busts. In her response, Filler-Corn states repeatedly “The requested records do not exist.” However, Webster II discovered many of the documents in question.

Richmond Police Chief Gerald Smith announced 24 homicides occurred July 1 through September 3, a 60 percent increase compared with the same period in 2019. In Smith’s quarterly report violent crime overall was up four percent. Cases of arson were up by 17 percent, for a total of 21.
“After the civil unrest we still have experienced some arsons,” Smith said. Smith was hired at the beginning of July after downtown Richmond suffered violent protests.
Only 22 percent of ventilators in Virginia hospitals were in use as of Wednesday. Fifty-two percent of ICU beds were available, according to the Virginia Hospital and Healthcare Association. Only 1,003 potential COVID-19 patients were currently hospitalized. However, Governor Ralph Northam’s executive orders surrounding social distancing and mask wearing remain in effect.

Fairfax County Public Schools (FCPS) released a new admissions plan for Thomas Jefferson High School for Science and Technology largely based on lottery rather than academic merit. The new plan proposed by FCPS Superintendent Scott Brabrand omits the current standardized testing requirements.
FCPS says it will admit 100 students based on high evaluations. The high school would select the remaining 400 at random through something they call a “merit lottery.”

Two Richmond police detectives have been indicted on misdemeanor assault and battery charges stemming from the protests that took place during the summer, the Richmond Police Department said in an emailed statement Monday night.
The charges were brought against the two detectives after Richmond’s Commonwealth Attorney Colette McEachin presented 18 sealed indictments to a Grand Jury on Monday concerning the actions of certain officers during the protests.

Students at James Madison University (JMU) resumed in-person classes on Monday after spending almost a month away from campus learning virtually because of a significant rise in COVID-19 cases and inadequate isolation/quarantine spaces.

A judge rejected a subpoena calling Portsmouth Commonwealth’s Attorney Stephanie Morales to testify in the Lucas case Monday. As a result, the case goes to Morales’ office and she will take the lead on the prosecution. Lucas and 18 others charged by the Portsmouth Police Department (PPD) will have their next hearing on November 19.
Judge Claire Cardwell ruled that the Portsmouth Police can not call Morales as a witness; some of Lucas’ supporters viewed the subpoena as an attempt to keep Morales out of the prosecution. In a statement, Morales’ lawyer said, “The judge said that the police department is to transmit its investigative file to Ms. Morales. Ms. Morales will prosecute all of the matters under her constitutional authority as the elected Commonwealth’s Attorney.”

The Virginia government will reportedly have spent over $1.7 million for the COVID-19 exposure reporting app COVIDWISE, which 13.5% of cell phone users have downloaded. Approximately $1.5 million was spent on marketing alone.
The Virginia Department of Health (VDH) and SpringML Inc. received $229,000 in CARES federal emergency funding to co-develop and launch COVIDWISE. The app allows users to upload their positive test results, which allows other users to receive exposure notifications. Users will only be notified if they have been within a 6 foot vicinity for over 15 minutes.
The United State Postal Investigative Service (USPIS) has launched an investigation after a group or individual forcefully opened and stole mail from collection boxes throughout the Richmond metro area between Saturday afternoon and Monday morning, according to the U.S. Postal Service.
“This morning we received several calls from some of our local post offices as they opened up that they believed their blue collection boxes, outfront of their post offices, had been tampered with or vandalized,” Michael J. Romano, U.S. Postal inspector team leader, said in an interview with The Virginia Star. “It would appear that the boxes themselves were pried open and entry was gained.”

The Loudoun County School Board will vote on a policy silencing employees who disagree with racial equity practices. The proposal would extend the school’s jurisdiction over off-campus speech, including social media, speeches, and any written forms of communication.

A new poll by the American Research Group (ARG) shows Mayor Levar Stoney and Councilmember Kim Gray at the top of the Richmond mayoral election. Stoney has 37 percent of voters, while Gray has 33 percent, with a 4.5 percent margin of error. The poll was first reported by the Richmond Free Press.

Virginia’s House and Senate passed another bill further decriminalizing marijuana. Under the bill, the drug’s scent would no longer be a sufficient cause for searching a vehicle.
The House passed the bill in a 51-45 vote. On Friday, the Senate approved to substitute some of the language of the bill.
The Senate passed its $134 billion budget on Friday with funding for criminal justice and police reforms, bonuses for law enforcement, coronavirus relief payments for local school divisions and language eviction and utility disconnect moratoriums.
Senate Bill (SB) 5015 passed the Senate by a vote of (Y-24 N-15) with three Republican members voting alongside their Democratic colleagues on the prevailing side.

NASA launched a Northrop Grumman Antares rocket from its Wallops Island facility on Friday evening; the launch was visible across much of eastern and central Virginia. The rocket will send a Cygnus spacecraft to the International Space Station with a $23 million experimental toilet, other hardware, and food resupplies including garlic, apples, brie cheese and dark chocolate covered cranberries.
